Supporting the successful implementation of the EU Invasive Alien Species Regulation: Highlights from 2024-2025

IUCN provides technical and scientific support to the European Commission for implementing Regulation (EU) No 1143/2014 on Invasive Alien Species (IAS). Each year, this collaboration delivers applied publications focused on the key areas of IAS prevention, surveillance and management. The outputs below illustrate IUCN’s ongoing efforts to support stakeholders in achieving IAS-related biodiversity targets across Europe and beyond.

IUCN has produced a set of Information materials for border controls related to IAS of Union concern comprised of 17 IAS identification cards (plants and animals) and six posters to support border control authorities, particularly customs, in identifying IAS for subsequent prevention. The identification cards contain diagrams highlighting the key distinguishing features, along with relevant information such as links to species guides developed under previous initiatives. The six thematic posters aim to raise further awareness, and ensure that officers are alert to the entry of IAS of Union concern into the EU. Visually engaging and accessible, these posters are also suitable for a wider audience, including other authorities, stakeholders and the general public. 

Another notable publication is the 'Guidance on establishing surveillance systems for invasive alien species of Union concern in terrestrial and freshwater environments'. This user-friendly manual provides practical instructions for implementing and maintaining effective surveillance systems across terrestrial and freshwater environments. The guidance draws on a range of existing techniques, including visual surveys, citizen science, environmental DNA and other commonly used methods across various taxonomic groups and ecological contexts. It emphasises integrated surveillance approaches that consider the biology and behaviour of the IAS of Union concern, while also identifying the most cost-effective options for monitoring different IAS.  

Of particular interest to IAS researchers is the production of freely-available dissemination materials designed to highlight the research community’s critical role in implementing the IAS Regulation. These materials consist of an infographic, a poster and a PowerPoint presentation. While designed with the research community in mind, the materials are also relevant to broader groups of IAS experts and stakeholders. 

The presentation provides a deeper look into the IAS Regulation, highlighting essential resources that can support researchers in contributing to its implementation. The poster (suitable for presenting at academic conferences and other collaborative events) outlines the Regulation’s key articles and the specific actions researchers can take in line with these requirements. The infographic offers a concise overview of the most relevant actions to support implementation of the Regulation. 

The materials outlined above represent just a sample of the wide array of work available to all engaged stakeholders. Additional documents include management measures and costs notes for over 100 species. These publications are produced in collaboration with an extensive network of experts, including the IUCN Species Survival Commission’s Invasive Species Specialist Group (IUCN SSC ISSG), meaning that all content is thoroughly researched and reviewed.
