ENACT Partnership

The ENACT Partnership works to accelerate collective global efforts to address climate change, land and ecosystem degradation, and biodiversity loss through Nature-based Solutions (NbS). The partnership was launched in 2023 by the governments of Egypt and Germany in collaboration with IUCN. IUCN hosts ENACT's secretariat, which leads the implementation of the Partnership.

Climate change, biodiversity loss, and land degradation are intertwined crises. Due to this interconnectedness, it is essential that an integrated approach is taken to address these crises. NbS are an effective tool in this regard. Through enhancing and catalysing NbS globally, ENACT aims to drive transformative change which supports the concurrent achievement of the Rio Conventions. To this end, the Partnership provides a platform for state and non-state actors to collaborate and build support for the joint implementation of the Rio Conventions by spurring investments in nature, elevating evidence-based policy and accelerating NbS for climate change.

ENACT’s value proposition is defined by four core characteristics:

  • Knowledge Leadership: Producing leading publications— including flagship ‘State of NbS’ reports—that shape the global NbS agenda and showcase partner achievements.
  • High-level Convening: Bringing together an ambitious network of state and non-state actors to align and influence NbS for climate action across the Rio Conventions.
  • Policy & Monitoring: Offering a platform to monitor NbS progress and provide guidance for evidence-based policy development.
  • In-country Action: Supporting transformational NbS in national implementation through strengthened policy coherence, institutional capacity, coordination, and finance mobilisation.

At the implementation level, ENACT serves to accelerate progress towards three global NbS goals:

  • Enhanced protection and resilience of at least 1 billion vulnerable people (including at least 500 million women and girls).
  • Up to 2.4 billion hectares of ecosystem integrity secured through protection of 45 million ha, sustainable management of 2 billion ha, and restoration of 350 million ha.
  • Significantly increased global mitigation efforts through protecting, conserving, and restoring carbon-rich terrestrial, freshwater, and marine ecosystems.

Structure of the Partnership

The structure of the ENACT Partnership comprises four distinct bodies, each contributing to the effective coordination, strategic alignment, and delivery of the Partnership’s objectives. 

  1. The Core Group provides strategic direction and oversight to guide the development and implementation of ENACT’s activities in line with its vision and mission. It comprises the ENACT Co-Chairs and the Secretariat.
  2. The Partners body comprises all ENACT partners, each represented at the technical level by a nominated focal point. It serves as a forum to guide and exchange views on strategic direction, share updates on national and organisational progress on NbS, and support the overall implementation of the partnership.
  3. The Core Group Plus serves as an expanded strategic group, including the Co-Chairs, Secretariat, and ENACT partners who offer catalytic contributions—such as direct funding or political leadership roles (e.g. COP Presidencies).
  4. The Board is a ministerial-level body composed of representatives from ENACT Partner governments. It provides high-level endorsement of ENACT’s strategic direction and promotes the Partnership’s work in global political fora.
